In September 2026 Legacy Alternative Provision passed Lancashire County Council's alternative provision quality assurance, rated green in all eight areas and recommended for inclusion on the council's Alternative Provision Directory. Two officers then visited. This page sets out what was reviewed, what both reports say, and how we evidence it. Both are downloadable in full.
The outcome
Quality assurance is not a conversation about intentions. The council reviewed our documentation, then visited to verify it, and rated each area red, amber or green.
Risk level was assessed as low in every area. The site visit verified the Single Central Record, DBS checks, staff qualifications and training records, DSL certification, first aid, fire safety, legionella management and insurance documentation.

Being straight about it
A quality assurance pass is worth exactly what it says and no more. We would rather set that out than let it be read too widely.
Quality assurance is an assessment of the provision. It is not a commissioning decision, and it does not place any young person with us. Placements are arranged by the relevant local authority service when a need is identified.
The rating is subject to an annual review, and further checks can be requested at any time. It describes September 2026, not a permanent state.
Green does not mean finished. The review set three priority actions and the site visit asked us to keep developing self evaluation. They are listed here rather than left out.
